Lucas joined Nicholson y Cano in April 1998, where he leads the Administrative Law Department. Throughout his distinguished career, he has established himself as a leading figure in the market due to his experience in litigation related to administrative contentious matters (both national and provincial), including before the Supreme Court of Justice of the Nation.

Among his most notable cases are “Máxima AFJP S.A. v. EN,” “IMSA MICSA c/ Estado Nacional,” and “Impsat S.A. v. Government of the City of Buenos Aires,” all in the field of Administrative and Constitutional Law. Lucas also advises and represents business chambers, banks, telecommunications companies, and regulated sectors on matters related to administrative law, regulatory issues, and public tenders.

He is the author of three books and over one hundred articles in specialized journals, and serves as a full professor at both undergraduate and graduate levels at some of the most prestigious universities in the country.

Education

Lucas is a lawyer from the Faculty of Law and Political Science of the Pontifical Catholic University of Argentina “Santa María de los Buenos Aires,” where he graduated with honors in 1998. He also holds a Master’s degree in Economic Administrative Law from the same university, where he is currently completing his Doctorate in Legal Sciences.

Lucas has received several distinctions, including the Diploma of Honor from the Pontifical Catholic University of Argentina and awards from the Latin American Federation of Banks (FELABAN). He has been a speaker at international conferences and has contributed to various academic publications, such as the Revista Argentina del Régimen de la Administración Pública. Additionally, he is a co-author of books on administrative and public law.
